히로핀을 좋아하는 특오타의 청년, 아코 시바 츠토시는 교통사고 사망하고, 정의의 전대 라이가맨과 악의 조직 블랙 크로스가 싸우고 있는 세계의 악의 조직의 총통으로 전생한다. 라이가맨 안에 핑크가 있고, 그것이 큰 가슴의 미소녀 모모카 마이라고 알고, 총통은 기대와 가랑이를 부풀린다. 하지만 무투파 간부인 가르다는 레드(남자)와 일대일의 싸움을 시키라고 호소했고, 여간부의 베린다는 핑크가 아닌 그린(남자)을 라이벌로 보고 있다. 총통은 분노를 참으면서 가르다에게 핑크와 타이먼을 명령하고, 베린다에 잡은 핑크에 레즈 심문을 시켜 블랙 크로스를 오로지 핑크를 노리는 조직으로 개혁해 나간다.
